1. ElevenLabs: best AI voice generator overall

ElevenLabs is an AI audio platform with text to speech, voice cloning, dubbing, music and voice agents, and the best all-round choice because it combines quality, library size and sensible entry pricing. Its homepage claims 17,500+ voices and its latest expressive model, Eleven v3.
The pricing page lists Free (10,000 credits, about 10 minutes, no commercial licence), Starter at US$6 a month (30,000 credits, about 30 minutes, instant voice cloning, commercial licence), Creator at US$22 (121,000 credits, one Professional Voice Clone), Pro at US$99 (600,000 credits), Scale at US$299 and Business at US$990. Annual billing equals ten months of the monthly price, so Starter is US$5 a month and Creator about US$18.33. Starter and Creator currently show promotional first-month prices (US$1 and US$11).
Extra minutes cost roughly US$0.20 on Starter falling to US$0.17 on higher plans. Every plan supports 74 languages according to the pricing table, although the homepage markets 90+ languages, so check your language before paying. For dubbing existing footage you can also see our listing for AI Video Translator.
Pros
- Commercial licence and instant voice cloning from US$6 a month
- Very large voice library and several audio products in one account
- Annual plans cost ten months, a real saving
- Clear overage price per extra minute
Cons
- Free plan has no commercial licence
- Professional Voice Cloning requires Creator at US$22 or above
- Credit-based, so long scripts and re-takes use allowance quickly
- Language count differs between the homepage and pricing table
Pricing: Starter US$6/month (US$5 annual), Creator US$22 (about US$18.33 annual), Pro US$99, Scale US$299, Business US$990, all USD before tax, as of 29 October 2026.
Best for: Podcasters, YouTubers, audiobook creators, developers and anyone wanting the widest voice choice.
2. WellSaid Labs: best for corporate and e-learning voiceover

WellSaid Labs is a commercial voiceover platform aimed at businesses, with 280+ voices that its homepage says are modelled on licensed recordings from real voice actors. That licensing story is the main reason to choose it over cheaper tools. It also offers WellSaid Studio, an API and an AI Director tool for pronunciation, pacing and tone.
On the pricing page, the Free Trial gives 3 downloaded minutes a month with no commercial rights. Starter is US$19 a month (US$10 a month billed annually at US$120) for 20 downloaded minutes a month, Pro is US$49 monthly (US$33 annually, US$396 a year) for 180 minutes, and Business is US$160 per user billed annually. Generation is unlimited on paid plans; the limit is on downloaded minutes. Commercial rights are included on all paid plans.
The small Starter allowance means it suits short voiceovers, not long audiobooks. For a team producing training modules under a clear licence, it is a safer choice than the cheaper options.
Pros
- Voices built from licensed actor recordings
- Unlimited generation on paid plans; limits apply to downloads
- Commercial rights on every paid plan
- Studio, API and team features in one place
Cons
- 20 downloaded minutes on Starter is tight
- Business is annual-only and priced per user
- Fewer voices than ElevenLabs
- Voice cloning is not described on the pricing page
Pricing: Starter US$19/month (US$10 billed annually), Pro US$49 (US$33 annually), Business US$160 per user annually, as of 29 October 2026.
Best for: L&D teams, agencies and brands that need licensed voices with a clear commercial position.
3. Speechify: best budget annual plan

Speechify is best known for its text-to-speech reading app, but this comparison is about Speechify Studio, its voiceover and dubbing product. The Studio pricing page lists annual prices only: Free with 600 credits and no commercial rights, Studio Starter at US$100 a year with 86,400 credits, and Studio Creator at US$300 a year with 345,600 credits. Commercial rights are included on the paid tiers.
Credits are used per second: the page lists 1 credit per second for voiceover, 3 for dubbing and 30 for avatars. By our arithmetic from those rates, Starter gives about 1,440 minutes of voiceover a year and Creator about 5,760. All plans include 1,000+ voices, Voiceover Studio, Dubbing Studio and Voice Changer.
Do not confuse this with the consumer app. The main pricing page sells Premium at US$29 a month or US$139 a year for listening to documents, with 1,000+ voices and 60+ languages. That is a reader, not a licence to publish voiceovers.
Pros
- US$100 a year for a commercially licensed voiceover tool
- Large credit allowance when spent on voiceover
- Dubbing and voice changer included
- Free plan for testing
Cons
- No monthly billing option on the Studio page
- Dubbing and avatars burn credits much faster than voiceover
- Consumer and Studio products are easy to mix up
- Voice cloning not mentioned on the Studio page
Pricing: Studio Starter US$100/year, Studio Creator US$300/year, as of 29 October 2026 (annual only, "$" without a stated currency code).
Best for: Freelancers and small businesses wanting a low yearly cost for voiceovers.
4. Murf: best for teams who want editing controls

Murf is a voice platform covering Studio voiceovers, dubbing, text-to-speech APIs and voice agents. Its homepage claims 200+ voices in 35+ languages, pitch, speed and pronunciation controls, and integrations with Canva, PowerPoint and Adobe Captivate. It also lists SOC 2, ISO 27001, GDPR and HIPAA, which are the company's own statements.
We could not read Murf's pricing page, which rendered only its title to our fetch. Two third-party trackers dated July and October 2026 (Layer3 Labs, Smallest.ai, which sells a rival product) agree on Free (about 10 minutes, no commercial use), Creator at US$29 monthly or US$19 annually with about 24 hours of generation a year, and Business at US$99 monthly or US$66 annually with about 96 hours a year. Treat those as unconfirmed until you see Murf's own page.
The detail to watch is that generation time is allocated per year, and regenerating a line uses it up.
Pros
- Editing controls for pitch, speed and pronunciation
- Integrations with Canva, PowerPoint and Adobe Captivate
- Published security and compliance claims
- Commercial rights reported from Creator
Cons
- We could not verify pricing on the official page
- Generation hours are annual and consumed by re-takes
- Fewer languages than ElevenLabs on the vendor's own figures
- Enterprise features are quote-only
Pricing: Unconfirmed: trackers report Creator US$29/month (US$19 annually) and Business US$99 (US$66 annually); check murf.ai/pricing, as of 29 October 2026.
Best for: Training and marketing teams who want to polish voiceovers inside an editor.
5. LOVO: best for creators who want a studio app, if the price fits
LOVO is an AI voice and video platform whose studio app is called Genny. We could not read lovo.ai or its Genny pages, which returned a payment-required error to our fetch, so we cannot describe the current product or give prices from the vendor.
Independent trackers disagree on the entry paid price (some list US$24 a month, another US$29) and mention a free trial, so we are not quoting a number. One tracker summary is at aiproductivity.ai. Commercial-rights wording also differs between trackers, which is exactly the kind of detail you should confirm on the vendor page.
We rank LOVO last because verification failed, not because the product is poor. If you want a voice and video creator app, compare its current page against ElevenLabs Starter and Speechify Studio before paying.
Pros
- Genny is its studio app, according to independent write-ups
- A free trial is reported by trackers
- Often covered in independent reviews
- Positions itself around voice and video creation
Cons
- We could not verify plans, prices or licence terms
- Commercial-use wording conflicts across trackers
- Less transparent than ElevenLabs or WellSaid on public pages
- Could not confirm current features
Pricing: Not verified. Third-party listings differ; check lovo.ai/pricing directly, as of 29 October 2026.
Best for: Creators who want a voice-plus-video studio and are willing to check terms themselves.
How we compared these tools
We compared these tools by reading vendor pricing and product pages on 29 October 2026 and using independent trackers where a page would not load. We did not blind-test voices for realism, so we do not rank on audio quality. Murf and LOVO are the weakest on verification: Murf's pricing page showed only its title and LOVO's pages returned an error, so their figures are reported, not confirmed.
Weighting: commercial-licence clarity (30%), price transparency and cost per usable minute (25%), voice and language range (20%), team and API features (15%) and lock-in (10%). Voice work carries a licensing risk, so we favoured vendors that say plainly what you may publish.

Frequently asked questions
What is the best AI voice generator in 2026?
ElevenLabs is the best AI voice generator for most people in 2026. It offers 17,500+ voices on its homepage, instant voice cloning and a commercial licence from US$6 a month. WellSaid Labs is a better fit for corporate voiceover where licensed voice actors matter.
Can I use AI voices commercially?
Only on paid plans with a stated licence. ElevenLabs lists a commercial licence from Starter, WellSaid Labs on all paid plans and Speechify Studio on Starter and Creator. Free plans at ElevenLabs, WellSaid Labs and Speechify Studio say no commercial rights. Always read the terms for ads, resale or broadcast use.
Which AI voice generator is cheapest?
Speechify Studio Starter at US$100 a year and ElevenLabs Starter at US$6 a month (US$5 annually) are the cheapest verified paid options. WellSaid Labs Starter is US$19 a month or US$10 annually. Murf and LOVO prices could not be confirmed on their own pages.
Is ElevenLabs better than Murf?
ElevenLabs is the stronger default because its pricing is verifiable, it offers cloning on Starter and its library is far larger. Murf may suit teams who prefer an editor with pronunciation and pitch controls, but we could not confirm its current pricing from Murf's own page, so compare the plans yourself.
How are AI voice generator credits counted?
ElevenLabs credits roughly equal characters, with about 1,000 credits per minute on its plans. Speechify Studio counts credits per second of audio. WellSaid Labs limits downloaded minutes rather than generation. Murf trackers report annual hours of generation. The unit differs, so convert each plan to minutes before comparing.
Can I clone my own voice?
Yes, on several of these tools. ElevenLabs offers Instant Voice Cloning from Starter and Professional Voice Cloning from Creator. Check each vendor's consent rules, and only clone voices you have permission to use. Speechify's Studio page does not mention cloning, and we could not verify it for LOVO.
